In [1] it was shown by numerical modeling that when a beam of electrons is injected into ionospheric plasma, it can be strongly, anomalously scattered near the injector. This is due to the fact that in plasma. turbulized with a beam, modulation instability is developed, which leads to the formation of density caverns of various size, on which effective scattering occurs. Calculations [1] give a satisfactory explanation to the "Rapid echo" effect ob- served in many experiments with injection of electrons into the ionosphere. For experiments [3-5] the fluxes of reflected electrons were recorded, which were two orders of magnitude higher than expected with- in the framework of the theory of particle collisions only.
