The world of independent verification and validation (IVftV) is one fraught with challenges and pitfalls. Chief among them is a set of cultural resistance factors from technology contractors that are present when a customer sponsors an IVftV effort on technical projects. Cultural resistance is a negative and often defensive reaction, sometimes perceived as criticism, to process-oriented changes based on verification of work products developed by individuals or teams. It can be exacerbated by the presence of an independent third party involved in systems development projects (for example, the IVftV team). Cultural resistance tends to obstruct or marginalize the usefulness of verification and implementation of changes or improvements based on IVftV findings. These cultural factors are among the most common causes of failure of IVftV projects that could otherwise make positive contributions. This article presents a method to overcome those causes of failure by adopting a hybrid improvement-oriented approach to IVftV.
