In comments addressing legal and technical concerns with thernU.S. EPA’s proposed federal implementation plan, or FIP, that wouldrnregulate regional haze using best available retrofit technology, atrnthree Entergy Arkansas Inc. power stations, the Entergy Corp. utilityrnoffered a number of proposals it described as “a more reasonable,rnlong-term, multi-unit approach” to address air quality in the state.rnThe EPA in April 2015 published a proposed FIP for Arkansas,rntaking comment on requiring the installation of scrubbers and low-rnNOx burners on both units at the White Bluff plant and both unitsrnat the Independence plant, and NOx controls at the Lake Catherinernplant. Entergy Arkansas operates and owns 57% of the 1,637-MW,rncoal-fired White Bluff plant; nearly 16% of the approximately 1,680-rnMW, coal-fired Independencefacility; and the entire 520-MW, gasfiredrnLake Catherine plant.
