As the war on terrorism enters its fourth year, experts offer that the U.S. government can congratulate itself for successfully launching a number of bold initiatives to protect national security. Chief among these achievements is the U.S. Department of Homeland Security (DHS), which was set up in record time under less than ideal circumstances. But now that a new web of organizations is in place, interoperability issues and interdepartmental communications difficulties that were sidelined during the department's creation are obstacles to the smooth and timely flow of critical intelligence.
