ADVISORY FUNCTIONS AT EUROPEAN LEVEL

First I would like to introduce myself in short. I am president of VTT, which is a Government Research Organisation with nine quite independent research institutes located in five towns on the campuses of technical universities or faculties. I have had something to do with higher educattion and research policy since 1966 when I was nominated by the Government of Finland to our first Council for Universities. Following that I was many years a university rector, and that time included 15 years in the permanent committee of the European University Rectors' Conference (CRE) and eight years as the chairman of the Finnish University Rectors' Conference.
