MEASURING THE IMPACT OF EU FRAMEWORK PROGRAMME AT NATIONAL LEVEL

No single universal methodology is sufficient to thoroughly measure the globality of the impact of the EU RTD Framework Programme. This is mainly due to its heterogeneous nature and the complex and interacting phenomena involved in the creation of its impact. Therefore, a combination of various methodologies at different levels (project, programme, policy) is necessary for a realistic assessment. Interpretation of results and comparability among different approaches nevertheless remain difficult and complex. Consequently, there is scope for design of dynamic approaches.
