When Alan Bernstein (left) agreed to lead the newly minted Canadian Institutes of Health Research (CIHR) in 2000, he vowed to spend as much as 30% of the agency's budget-6 times erstwhile spending Movers levels-on research targeting population, health services, and other national needs. Bernstein has since accomplished that goal, but he's so worn out from battling community opposition to the shift that he plans to resign 3 years before the end of his second term.
