Artur N. Chilingarov says he has a "dream," and coming from a 69-year-old midranking Russian politician, it sounds at first like an improbable one. Chilingarov wants to dive to the bottom of the Mariana Trench, the deepest part of the world's oceans at 10,911 meters, near the Pacific island of Guam.
