I agree with guo, zhang, and zhai that multiple guidelines already exist that suggest principles for protecting privacy and use of personal data, and that guidelines lacking teeth are not particularly effective.rnI would add one important point: Many of these guidelines and many discussions of data privacy issues are based on outdated assumptions about privacy-enhancing technologies. For example, many assume that the only way to extract useful information from data that is distributed across different organizations is to first collect this data together into a central repository, exacerbating the impact on privacy. This assumption is incorrect.
