Along with the end of the Cold War era, there have been significant changes in the situation of the world economy over the past decade, such as the intensified economic competition due to globalization and rapid progress in technology, in particular with the development of information technology (IT). In this rapidly changing world, promoting science and technology and pursuing new knowledge and technological innovation are essential for transforming our society into a more energetic, safer and more comfortable one. They are also important in solving the problems we are encountering worldwide and to contribute to world growth. In Japan, although expanding the bases of talented researchers and engineers is the most essential for enhancing science and technology, the public interest is lower than those in other countries.
