Promotion of the Biomass Nippon Comprehensive Strategy —Creating 'Biomass Nippon' for Sustainable Development

It has already been two years since the national strategy "Biomass Nippon Comprehensive Strategy" was adopted at a Cabinet meeting in December 2002. The Strategy aims to convert the socioeconomic structure of Japan from that built on mass consumption of fossil fuels to "Biomass Nippon," namely a Japan that uses biomass resources made from solar energy and is capable of sustainable development. Specific measures and action plans related to the promotion of biomass use were formulated for the Strategy, through collaboration among the Ministry of Agriculture, Forestry and Fisheries, Ministry of Environment and other interested ministries. The Strategy aims at preventing global warming, creating a recycling- oriented society, strategically cultivating industries, revitalizing agricultural, forestry and fishing villages and other benefits. In this paper, an overview and an introduction to the major policy measures of the Biomass Nippon Comprehensive Strategy are discussed.
