Japan has a housing stock of 45 million houses, and the number of annual new houses is as high as 1.4 million units. As the average purchase cost of a new house (including land) is ¥40 million which is about five times the annual household income, a house is regarded as the "the biggest purchase in one's life." As a result, a defect in the purchased house easily leads to an explosion of dissatisfaction. If such dissatisfaction falls under the legal responsibility of the builder, and improper measures are taken to resolve the problem, the purchaser may resort to one of the following means to gain satisfaction: 1) Making an appeal to the court 2) Presenting mediation request to the local consumer centers as an official ADR.
