A taxonomy of national systems of innovation: R&D structure of OCED economies

As technology becomes more globalised in- creasing attention has been paid to the concept of national systems of innovation (NSI). This paper presents a descriptive taxonomy of NSI as a quantitative base for future research. R&D structure in terms of the flow of R&D expendi- ture among major actors in 23 OECD countries is used to produce seven clusters of countries with different NSI characteristics. This can form the basis of a more extensive taxonomy in- cluding non-OECD economies.
