COMPANY VEHICLE INCIDENT REPORTING AND RECORDING (COVIR)

The CoVIR project was commissioned by the Department for Transport to get a better understanding of accidents involving company vehicles in Britain. Company vehicles are involved in a disproportionately high number of accidents when compared with vehicles not being driven for work purposes. Many company-vehicle accidents are never recorded at the national level because this is not required as part of the current Sttrts19 and RIDDOR reporting regimes.rnThe research aimed to: carry out a comprehensive review of company-vehicle incident reporting and recording systems currently employed; and develop best-practice recommendations for a single system that could be used throughout the UK. The methodology comprised a literature review, analysis of 80 existing company-vehicle accident-report forms, and interviews with more than 50 managers from a range of organisations. Based on the analysis of the results, a new system was developed, which included an at-scene 'bumpcard', a combined accident report and investigation form, a coding card, and a user manual. These tools were tested as part of a new system, in 13 companies over three months, and by five companies, in more detail, over 15 months.
