A management and operation manual for weigh-in-motion (WIM) systems

There has been a knowledge gap in regard to weigh-in-motion (WIM) equipment and associated data; and there has been a need for developing national best practice guidelines in regard to WIM management and a central data hub for information exchange among road agencies and WIM practitioners. This paper provides an overview of the Austroads Weigh-in-Motion Management and Operation Manual published in 2010. The Manual consolidated, promoted and shared best practices sourced from WIM experts from road agencies and WIM technology and service suppliers in Australia and New Zealand. The Manual identified current and future applications of WIM data and technologies, and provided national best practice guidelines for WIM management and operations. This paper introduces the contents of the Manual with some detailed discussion on two highlighted areas: network strategies of WIM sites and general principles of WIM site selection, installation and calibration. To promote the information sharing between WIM users and practitioners, a pilot WIM users' website was developed under the sponsorship of Austroads, Main Roads Western Australia and ARRB Group Ltd. This paper also gives a brief introduction to this WIM users' website.
