The Planning Bill's 'big idea', the Infrastructure Planning Commission, is an attempt to sideline the forces of nimbyism in relation to large-scale development. At the other end of the scale, the local member review body system seems likely to prove to be a nimbyist charter. The RIBA, with others, will continue to press its objections to this part of the Bill as it progresses through Parliament. The Bill is not all bad news, however. The RIBA has lobbied the government about the highly inflexible attitude of some local authorities to applications for minor amendments to existing planning consents.
