摘要

Humans and the areas they call home have been victims of natural disasters throughout history. Extreme weather events are having increasingly severe impacts around the world. In this country, population growth in areas such as California, Texas and the Southwest, along with increasing urbanization along our country's coastlines, serve to intensify the impact and economic cost of fires, flooding and other natural disasters. These events underscore the importance of institutionalizing disaster management planning, as well as making disaster debris management a visible and effective component of emergency preparation. As many readers can likely attest, readiness for the aftermath of natural disasters continues to confound many policymakers and citizens.
