THE Government's £500 million Restoring Your Railway initiative - awarding small grants to put back lines that should never have closed - has turned into a muddle because backers of multi-million-pound projects have also muscled in. Local authorities, MPs and campaign groups across England and Wales will know before the end of the summer whether they have qualified for kickstart grants of up to £50,000. This is not a promise that a single yard of track will ever be laid or a brick laid for a new station, because all schemes have to prove their business case, which requires all the usual appraisals as well as gaining Network Rail support.
