IT'S taken just over 11 years, but finally High Speed 2 has formal government permission to start building its line from London to the West Midlands. It may yet be another 13 before passengers start using the 140-mile line - albeit only from Old Oak Common rather than the line's planned terminus at Euston, which could follow three years later.
