Mayors unite over Northern franchise demands

Terminating the Northern franchise, with control of local services passing to local authorities, is one of five action points requested by Liverpool City Region Mayor Steve Rotheram and his Greater Manchester counterpart Andy Burnham on September 13. Writing in The Times, they restated their strong support for HS2 and Northern Powerhouse Rail, but said it cannot be the only test of commitment to the North. Their other four demands related to buses, apprenticeships, the environment and rough sleepers.
