Williams must 'get it right'

There are many major issues which Keith Williams must 'call right' in his comprehensive Rail Review: strategy implementation, control, accountability, fares, Network Rail's future and DfT's role. But the crucial issue desperately in need of root and branch reform is passenger franchising.Franchising as it stands is a busted flush. Radical change is unavoidable. As Williams said in his Bradshaw address: "Put bluntly, franchising cannot continue in the way it is today. It is no longer delivering clear benefits for either taxpayers or fare payers."
