摘要

The education and training sector is one of the top priorities in respect of the needs of our companies today. The European Council held in Lisbon in March 2000 set the strategic goal for the European Union of becoming the most competitive and dynamic knowledge-based society in the world. The development of vocational training is a crucial element forming an integral part of this strategy. Following adoption by the European Commission on 21 November 2001, of the communication entitled "Making a European Area of Lifelong Learning a Reality", this concept has become the guiding principle for developing education and training policy.
