The government's recent green paper 'Building our Industrial Strategy' includes rail in a number of its proposed initiatives. Anxious to avoid comparison with the 1970s policy of 'picking winners', it explains that more recently, 'industrial strategy' has been used to describe successful interventions in countries as diverse as South Korea, the USA, Germany and, in some aspects, the UK.
