It is generally agreed that there is likely to be more pressure to take away amateur frequency allocations. It is received wisdom that an important part of defence is increased occupancy of the bands. Any significant increase of usage would arise from more users. That there is a wider potential interest in amateur radio is witnessed by inquiries many of us receive personally or at public occasions. It follows that something can be done, but only by negotiating alterations to present conditions of entry. Hence, Sandy's Plan: Class A: Entry to this will be by the RAE as at present. Class A will enable voice and data transmissions (which could include keyboard-originated Morse) with present Class A allocations of frequency and power, and subject to band plans. Existing Class A and B licensees will transfer to this category, subject to a provision to be stated in respect of all categories.
