Throughout the world, authorities are considering the basis of licensing for the Amateur Radio service. The debate includes the validity of Morse code . (CW) as an access requirement for the HF bands and the more general considerations of standards and licence classes. The First Class C. W. Operators' Club (FOC) is a British club originally formed in the 1930s and with members throughout the world. FOC is an activity club dedicated to excellence in Morse code. One might suppose that FOC would be fundamentally opposed to the abolition of Morse as a licence prerequisite, but this is not the case. In this article FOC takes a look at the relevance of Morse code to today's radio amateur and offers some thoughts on how licensing in the UK might evolve.
