The problem often characterised by "EU ZOO" messages on the DXCIuster around times of major DXpeditions is not a new one, and not purely a European problem. Deliberate QRM can be someone identifying themselves and annoyingly blocking the frequency with fictitious QSOs, noises or worse, or else continuous unidentified transmission designed to smother a DX signal, etc. In the UK we probably suffer more than others around the world because of short-skip to other parts of Europe. It's not new either, as RSGB has been actively seeking agreement to address the problem within IARU since 2002. Earlier this year RSGB was successful in getting IARU Region 1's Interim Conference to agree to a proposal to improve education and training relating to HF operating, however, our attempt to be more proactive in tackling this problem was pushed back by HF Managers representing a number of National Societies. In a show of RSGB support RSGB President Angus Annan, MM1CCR, touched on the importance of tackling deliberate QRM when he formally opened the Friedrichshafen Hamfest in June.
