The work and structure of the RCE Standards Committee is described by its Chairman, Professor Simon Watts. Introduction. On 16th January 2007 an agreement was signed between Ofcom and the Radio Communications Foundation (RCF), setting out "the terms under which the RCF agrees to conduct Radio Communication Examinations".rnThe RCF is an initiative by the UK amateur radio fraternity. Its aim is to create a fund that can support their volunteer efforts to bring radio communications into the classroom, our universities, and any place where hands-on public demonstration can deliver our message of the vital importance of radio communication to the UK economy. The RCF is a charity set up by, but independent from, the Radio Society of Great Britain and is governed by trustees.
