The Utah division of the Federal Highway Administration (FHWA), interested in having a comprehensive, objective view of its field office, contacted an FHWA national resource center. Utah's senior administrator requested an informal but focused assessment. The request resulted in the creation of a new process for assessments that the FHWA has used repeatedly since. There was a perception of low morale in the Utah office, so having an assessment seemed like a good way to evaluate the attitude of the staff. An important criterion was to not take too much time away from employees. It was April 2001, and a tremendous amount of work was being asked of everyone as they helped the Utah Department of Transportation prepare for the 2002 Winter Olympics in Salt Lake City. Another criterion was the need for feedback as soon as the assessment was complete.
