A Canadian province plans to launch quality assurance reviews of agencies in its child welfare system and conduct spot checks of thousands of foster homes after two recent reports uncovered serious problems in case management, spending and a lack of monitoring of foster homes.rnOne of the reports reviews the case of a 2-year-old boy who died last year while in the care of an aboriginal child welfare agency in Manitoba. The agency, called First Nations, failed to perform basic safety checks on Gage Guimond's various caregivers. One of the child's caregivers has been charged in his murder.
