With more modern data analysis techniques avail able, any government or military test of a system, product or process that isn't intentionally designed to leverage the benefits of design of experiments (DoE) could be seen as a waste of an opportunity to save taxpayer money while plucking low-hanging fruit in terms of product or process improvement. With recent strategic initiatives in the U.S. Department of Defense to improve test and analysis applications to warfighter systems (armament systems developed for the U.S. military), reduce costs and identify efficiencies, the department cannot afford to ignore the potential savings in costs, resources and schedules afforded through systematically designed tests.
