This is most frequently associated with a process start-up that may be due to production scheduling or product changes. During the transition phase, the output may not respond instantaneously to a change in input; therefore, control poli- Ies based on the steady-state assumption are inappropriate. In many instances, roducts made during the transition Period must be scrapped, causing economic loss due to raw material and labor costs.
