Growth in Chinese paper industry is founded on government subsidies, EPI study says

Two years ago China replaced the USA at the top of the list of the world's largest manufacturer of paper and paper products. A study by the US think tank Economic Policy Institute (EPI), however, revealed that the rapid growth in the Chinese paper industry in the last eight years is not by virtue of natural competitive advantages but primarily as a result of government subsidies. In the study entitled No Paper Tiger: Subsidies to China's Paper Industry from 2002-2009 that was published in June, EPI argues that not natural raw-material sources, technological advantages, or lower production costs are responsible for Chinese growth but government subsidies to the tune of some $33.1 bn, which was paid to the paper industry between 2002 and 2009.
