Texas Central Partners LLC, the private firm developing a high-speed rail line between Houston and Dallas, last month named Carlos Aguilar chief executive officer. A former senior vice president at CH2M Hill, Aguilar has more than 30 years of experience leading major infrastructure development projects. He served as chief operating officer of United Infrastructure Co. -Bechtel Corp.'s civil infrastructure investment company - where he oversaw the initial financing of the first five-year program for the $30 billion, 30-year project to upgrade three London Underground lines. His appointment reflects a focus on the next phase of construction and operations, Texas Central officials said. "He has proven a leadership record in the management of large-scale infrastructure projects and has excelled in the energy, transportation and rail industries," said Texas Central Chairman Richard Lawless in a press release.
