AS AMTRAK HEADS toward the 50th anniversary next year of its creation, the nation's only intercity passenger railroad does so in the best financial condition in its history. The railroad ended its fiscal-year 2019 on Sept. 30 setting new records for ridership and operating revenue, and an operating loss of $29.8 million, the lowest in its history, Amtrak executives say.
