Palliative care in Romania: Between poor resources and poor management

Romania is a European Union (EU) country with poor resources and all underfinanced components of thendeconstructed healthcare system are competing for the same limited funds. Palliative care must competenwith other serious healthcare issues, including the highest EU incidences for tuberculosis, infant mortality,nand uterine cervix cancer mortality. Therefore, the evolution of palliative care in Romania was largely thenresult important input from non-governmental organizations, which are now the main providers of palliativencare services, including education on the subject. Palliative care has changed in Romania over the pastn20 years for a number of reasons, including motivated people, two national associations, annualnconferences, a new physician subspecialty, standards of care, online journals, a new opioid law, and andedicated subcommittee of the Ministry of Health. We consider that the most viable solution for now and innthe near future should be the implementation of small autonomous teams that will be able to respond tonspecific needs of each local area according to available resources.
