They promise a means to deliver better service at a lowered cost. But no matter how brilliant the idea, it is worthless unless citizens adopt it as an alternative method of transacting with the government. E-government has moved beyond the hype phase. Valuable services are available and citizens are using them. Citizenship might soon be more a matter of your IP (Internet Protocol) address, rather than your physical address.
