Under the Kyoto agreement on climate change, the UK is legally committed to reducing its production of greenhouses gases, including carbon dioxide (CO_2), by 12.5% of 1990 emission levels by 2010. The UK has also signed up to reduce emissions of nitrogen oxides (NOx) and sulphur dioxide (SO_2) and the government has promised further cuts. In its election manifesto, Labour promised to cut CO_2 emissions by 20%.
