In the mid 1980s the Government of Bermuda decided to phase out land-filling of its municipal waste and build a state-of-the-art waste-to-energy incinerator. Contracts for the design, procurement and installation of the mechanical and electrical plant were let in 1987 but environmental objections led to a three-year delay. During this time extensive environmental impact studies were carried out and various design changes initiated. This paper provides an overview of the challenges dealt with in restarting the £45 million project and coordinating the design and construction. It also reviews the environmental impact of the plant on this small, isolated, mid-Atlantic island.
