Production in the countryside is seasonal and cyclical and does not lend itself to the efficient use of resources. There is generally plenty of work to be done during the spring sowing and fall harvest, with fairly long intervals—downtime—between various agricultural jobs. Smoothing out the seasonal cycle to improve the use of agricultural labor is equivalent to increasing the number of workers. At the same time, the uniform use of agricultural manpower should not be an end in itself, but a condition for improving the return on land.
