摘要

Based on the case studies of six small Russian cities, a model has been developed for how the local population can be involved in the construction of tourist attractions, including the work of city volunteers and enthusiasts, the formation of new city communities that gather social resources for tourism, the creation of a functioning prototype of a provincial creative class, and the expansion of the tourism market using the resources of self-funded and government-funded organizations. It is emphasized that the key technology for the development of tourism in the provinces is the capitalization of consumer and other resources available to the population. For the government bodies engaged in organizing tourism in small Russian cities, several prescriptions are made in relation to the development of the creative environment of small cities and the involvement of various city participants in the tourism market.
