Soviet Oil and Gas Dependence: Lessons for Contemporary Russia

This article examines the origin and development of Soviet dependence on oil and gas. We show that the country's dependence on oil (and gas) exports is largely explained by its relatively low domestic consumption compared to more economically developed countries and conclude that the institutions that took shape within the Soviet planned economy were poorly adapted for neutralizing the negative consequences of its oil and gas dependence.
