In 1993 the U.S. and Russia signed a pact that provides for destruction of nuclear warheads and the dilution of weapons-grade, highly enriched uranium (HEU) to harmless low-enrichment material (LEU). While this was a major step toward reducing international tensions, the agreement worsened already-bad market conditions for those in the nuclear fuel business.
