The Illinois Environmental Protection Agency has issued an air construction permit for the 630 MW Taylorville Energy Center (TEC) project in Southern Illinois, a move that might allow construction to begin on what could be the first full scale commercial integrated gasification combined cycle (IGCC) power plant in the U.S. Still needed, says Omaha-based independent power producer and developer Tenaska, is legislation requiring major regional utilities to enter into long-term power purchase agreements with the plant. And some environmentalists want a commitment to the very thing that IGCC advocates tout as its biggest advantage - its inherent ability to capture carbon dioxide (CO_2) from the coal used to generate electricity. Plant developers have not done so, noting that carbon capture and sequestration is not yet economically feasible.
