The Erasmus Mundus programme meets the needs of higher education in Europe in that it raises the standard, attractiveness and innova-tiveness of education; it also responds to the desires of citizens of the world to become better acquainted with cultures other than their own. The first phase of the programme was completed in 2004-08, and the second is to be implemented in 2009-13.
