NRC issues confirmatory order to APS on Palo Verde dry storage issues

NRC has issued a confirmatory order to Arizona Public Service Co. inconnection with two apparent violations involving dry cask storage atits three-unit Palo Verde plant, but no notice of violation will be issuedor civil penalty levied if the company implements agreed-uponimprovements, NRC said Nov. 17.NRC said in a letter to APS that the apparent violations involved thefailure to perform a written evaluation for a change to a dry caskstorage system used for spent nuclear fuel and obtain a licenseamendment for the way accident calculations were performed. Theagency said APS had also failed to adequately analyze theconsequences of a hypothetical accident involving a cask tip-over onthe independent spent fuel storage installation pad.
