An EU decision on when to end potential capacity payments to coal-fired and other high emission power plants movedcloser in February as the European Parliament adopted its formal negotiating position on the draft EU power marketdesign regulation.The European Commission’s plan to set emission limits for power plants taking part in capacity remuneration mechanismsremains one of the most controversial elements in the draft regulation that it proposed in November 2016 as part of a“clean energy package” setting EU emissions, renewables and energy efficiency targets for 2030. EU national governmentsare increasingly turning to capacity mechanisms to secure power supplies as the amount of variable renewables in thesystem increases.
