Coit Tower still dominates the peak of Telegraph Hill, and the Golden Gate Bridge still radiates an industrial majesty. Older neighborhoods like North Beach are as urbane as ever, classic examples of city districts where the whole is greater than the sum of the parts. Look farther, though, and you will begin to find some surprising changes, as new districts unfold and old landmarks are reinvented-for better or worse. The most dramatic transition may be taking place in the 87-acre Yerba Buena redevelopment district, which is rapidly becoming a hotbed of culture. It's an area that also shows how politics shapes San Francisco's terrain.
