But regulations remain hazy, and the need for zoning ordinances that address the issue has become a hot topic, especially in California.rnUnregulated medical marijuana dispensaries tend to crop up unexpectedly and have been magnets for crime. "These are out of control. Our city has more of these than Starbuckses," Los Angeles council member Ed Reyes told the New York Times. He exaggerated, but the perception propelled the LA city council to approve in January a restrictive new ordinance that would, among other things, reduce the number of medical marijuana storefronts from the current level of about 1,000 to about 220.
