For two decades Ohio City, one of Cleveland's oldest neighborhoods, was up and coming-but it never quite managed to arrive. It had a lot of things going for it: public transit, tree-lined streets with tattered but charming mid-18th century houses, service businesses and a grocery store, and a historic market with more than a million visitors a year.
