Eleventh five year plan lays stress on use of Open Source software

The eleventh five year plan (2007-2012) issued by Department of Information Technology, Ministry of Communications and IT lays emphasis on pursuing Open Source software and encouraging localisation of such software to make IT accessible to Indians. Excerpts from the report are as follows. Why FOSS over proprietary software? Today, all basic system software including operating systems, DBMSes, networking and Web Services, various application software, etc are available as FOSS. They are not only free, but in some cases far more efficient, superior, and robust to corresponding proprietary software.
